Local Town Self-Sufficiency Preparedness & Response
FOOD, WATER, ENERGY, MEDICAL, SHELTER
HAF can facilitate organizing Model upon request.
A Prudent and Transparent System Model that provides full autonomy and self-sufficiency.
Organizing and integrating a Preparedness Plan with Cycle is a continuous process of planning, organizing/equipping, training, exercising, and evaluating/improving that ensures the regular examination of threats, hazards, and risks. Preparedness priorities are developed to ensure that the needed preparedness elements are incorporated through this cycle. Planning is the first of the five steps in the preparedness cycle and is a critical component in community readiness.
Due to current national economic and political upheavals HAF researched state resources and found limitations that can pose a threat to local town members and community.
Based on the current state and local deficiencies and or lack of proper guaranteed back-up for each local community this model will protect and secure local town member sustainability during the interruption of basic human needs. After careful research, it is found that the State cannot guarantee to provide these common human needs especially should there be a high demand based on other local town communities requiring a share in the limited state resources. The state does not provide their resource list due to the limited availability. State preparedness officials have stated that if state has needs then will request from other states. This can work on a one-by-one need basis but not for a large number of towns that need assistance as well as the state may not supply based on their local town needs.
As a preface, in the event of a power grid (energy) failure, or food shortage or shelter there is not a guaranteed local community system or preparedness manual with guaranteed actionable resources, to protect each local community member for energy, food, shelter should there be severe lasting (60-90 day) shortage.
Too long, there has been a great dependency on the external resources such as state or federal however this nation is undergoing a tremendous threat and during this threat there must be safeguards to protect each local community member.
This said, please review and organize your local community preparedness system for which your local community will get the relief and sustainable for immediate basic needs. The local town preparedness system must be organized with supply and resource needs as well as town budget for purchase and maintenance. These systems can lend themselves to used both during and after disaster – shared use with other communities.
Each local town must organize their needs and submit to state that funding must be allocated to satisfy local town needs. This can be solved through a fund that can be sourced from taxes or other areas which will agreed to not be sent to state and instead be used for local town member preparedness needs. This is a line-item appropriation that both local town and state must agree upon immediately which will then not be paid to state and instead accumulated for preparedness.
Best practice with county and state resources is to organize town needs and have the state provide those resources to the town for its own administration usage.
Each local town agreed Board or Committee panel will organize this “preparedness manual” and distribute both online and hard copy to all local town members.
Trade and Barter system required to be instituted in substitute for soaring inflation and little currency value. This requires full attention to organize and institute.
This preparedness functions as a trade practice for use with “town revivals” to tourists etc. which can subsidize the funding requirements.
This is a brief summary of points, which if your local community should choose to adopt, HAF will assist your local community and its member to achieve sustainability with the basic needs of food, water shelter and energy.
Every local community has untapped and untrained resources that can be organized within each local community which this summary will outline.
Note: The medical preparedness will be treated separately. The aging, elderly and handicapped will require their local family member to assist in their basic needs daily care up and until the crisis is suspended:
- Preparedness Workforce: high school and college students (trained by town municipal maintenance for execution training); town private electricians can donate time for the training and management thereof; town private plumbers can donate time for training;
- Will be labor for all preparedness agreed policies and procedures
- tracking and managing preparedness jobs and other members tasks (heavier and more intensive jobs)
- high school students – “junior boots on the ground labor in all preparedness sectors
- college students “ senior boots on the ground labor -assist Senior Community leaders by sector within their own residential area
- These students will use establish and maintain all self-sufficiency formula...
inventory resources for all community needs Excel Sheets once completed the agreed inventory self-sufficiency models are approved ...by hand should power grid be off
Note: Junior & Senior Leaders will form circular Board per assigned population # - Elders – Mentors and Coaches for the tracking and management of the younger workforce
- Parents – Coaches and Mentors as support roles
- Church members – Coaching and spiritual support roles
- Food – organize all food crop farmers to organize a “cold ground storage facility” – Fall time to can most items for long terms storage. Shelf life is greater than 5 years. Underground cold storage can be lined with concrete, maintained and protected by workforce. Local town funds to purchase canned goods that will last for years – cheap and available prior to disaster.
Farmers and local town members (organic and other through farmer markets and directly can form an alliance and be prepared for executing the agreed town member needs. This includes meat sources such as cattle, poultry, sheep, goats, chickens.- County can report to State Emergency for MRE meals however that will be limited therefore expect this to be a limited source for about 30 days should more than one local community need food assistance.
- all family and individual labor involvement with supervision can facilitate this process.
- canning glass jars – town funds appropriation required – this is nominal and all town members can pay a small token which will offset this expense to town.
- Shelters – Lead group identifies and creates agreements with owners of public storage facilities for execution during disaster.
- local community leaders can organize unit storages (10ft x 20ft units) to facilitate for homeless. Identify steel units have temperature control for elderly, handicapped.
- notify and elicit agreement from all family members who have aging, handicapped and elderly that are living in centers that each family member will receive these and care for them. Each family must plan for how they will do this and be ready to do so.
- identify public buildings that can be used as shelter with water – unused, leased and unused, concrete garage buildings, school auditoriums assigned for use for families requiring shelter.
- public toilet systems need to be organized (bought by town funds) and administered with maintenance to workforce (organize # of units based on population needs that is offset by public building toilet facilities)
- state and private lands can be identified that have cabins for tourists that can be used for town members and families who have prepper traits and can live in those areas for period of time
- camping equipment facilitations are required to be funded by each household with criteria for needs. State has resources for this that can be appropriate at town level for maintenance and needs.
- Energy Grid failure – there is no back up by state or county/ town leaders must organize the data of needs for the population which can be offset by other sources
- Season requirement control solutions
- winter (cold season)– contract workforce and land-owners with forests to use trees for heating private homes and public facilities with fireplaces.
- propane tanks – town leaders must organize funds to purchase these for use in medical facilities as back up should there be gas fuel and transport issues; state will provide gas generated generators (unknown # of availability should other local town communities’ demand be a problem)
- town funds allotted for purchase of 9” glass candles ($2/candle) – this can provide lighting in home plus heat when used. Battery operated lighting (cheap) can use the same approach with local town members paying for a portion and town budget paying for balance.
- Water- county will submit local town need for state to come in with trucks of bulk water for distribution in local town publicly designated areas.
- Reverse Osmosis - Contaminated water supply – Town funding of reverse osmosis filtration systems- this is a unit that can be maintained outside and occupy a 6x6 ft area that will be fenced for security. Walmart and other grocery store areas use this system and will provide clean potable water should there be contamination and or for use when truck loads of water brought in. This will require a propane generator.Note 5 gallon polycarbonate containers are purchase by local town members and others will be appropriated these containers through town funding. These will handle drinking water needs.
- Gravity water filtration systems- town can purchase these and town members can share per family household unit as well as additionally be purchase by town member.
